juju ssh fails. Permission denied (publickey).

Are you running `juju ssh <unit/#>` or `juju ssh <machine>` ? There's a
known issue with juju ssh <machine> not working properly documented here
https://juju.ubuntu.com/docs/config-LXC.html#juju-ssh

If you're using unit/# already, then try to ssh directly with `ssh ubuntu@<ip>
-vvv` where IP is the address from the juju status for the unit and place
the output in http://paste.ubuntu.com
