Openstack and Juju not working

Indeed swift doesn't seem to be working properly there. During the
debug run, the juju client also could not create the juju-dist bucket:

It's worth noting the timing between the first and the second entries
in the log above. It's taking quite a while for apache to respond with
the 408 timeout, which might indicate that the

So a few initial checks:

1) Is the swift service enabled?
2) Is the swift endpoint working with any other software?
3) What do the apache logs say about the event?
4) What do the swift logs say about the event?
