Adding docs about HA logging

Hi Michael,
thanks for taking the time to think about adding to the docs. If you
ever have something you want to add but don't know where it goes, just
ask me! HA isn't in the published docs yet because it isn't in a
stable release, which is why we currently have a dev branch as Curtis
mentioned. For new features, there often isn't an existing page where
they would naturally go, which means we need to create a new page and
link it somewhere appropriate. If that seems like too much work you
can either:
* just email me the stuff you want to add OR
* Add it to a bug, either on LP or as an issue at github
https://github.com/juju/docs/issues?state=open
Thanks!
