[Review Queue] hdp-storm

My time in the new Review Queue was spent on reviewing a new Big Data charm
hdp-storm.  This is the Hortonworks version of Apache Storm.  The charm
contained tests that passed, but I found some other things with the charm
that need polish before it goes into the charm store.
