[Review Queue] fileplus-lite

I reviewed the File+ lite charm today. It is a file sharing application
that has a more feature rich pay for product.  The author did a great job
with the README to describe the differences of the software.

The charm did not have tests and failed to deploy.  I think these issues
can be resolved fairly easily.
