Liberty create vm instance error?

Hi ,Narinder Gupta
  When I use ./deploy.sh to deploy openstack liberty successfully,but I still can't create vm instance successfully.

I checked the services, only cinder-volume,cinder-scheduler are status Down, other services is all up.

  And I find some error in the log:
