wordpress - fix mod_rewrite rules for permalinks under nginx[1]

This merge proposal adds mod_rewrite rules to nginx that fixes permalinks in Wordpress. Confirmed error and that this MP fixes it. +1

This merge preposal updates charm-helpers, specifically to add support for kilo. Works as expected. +1
