Rackspace OpenStack configuration

Hi Sajith,

Currently Juju does not support the OpenStack that RackSpace exposes.
There will need to be some additional development work in Juju to implement
support for a RackSpace provider.  This work is on the Juju team's roadmap
but work has not yet started.  We are targeting an early 3Q delivery for
RackSpace support in Juju.
