juju plugin for digitalocean - 0.6 release

Hi Folks,


Significant changes include support digital ocean v2 api support
contributed by Bruce Frederiksen, and use of userdata to initialize
machines instead of ssh when using the v2 api. The later should result in
significantly faster bulk provisioning time. The v1 api is still supported
by the plugin although digitalocean will be dropping it nov 2015.

one note of caution, i can't recommend using juju and digitalocean for
production environments, as the shared private networking that digital
ocean provides are not isolated by tenant, and the juju security model
relies on iaas apis that aren't present. ie. unexposed services are still
network accessible by other digital ocean customers.
