juju 1.24 now talking to api.jujucharms.com

Congrats to the Juju Core team on their 1.24 release. I wanted to make sure
everyone realized one big change in there. With this release, Juju uses the
new charmstore api (api.jujucharms.com/charmstore) in order to deploy
charms and provide upgrades. This is a different service and has a
documented api available here:

https://github.com/juju/charmstore/blob/v4/docs/API.md

This means that you might see cases where a charm deploys slightly
differently in 1.23 (or older) and 1.24. Their timings might be a bit off,
but it should be pretty consistent. If you run into any issues please feel
free to file bugs at:
