[Review Queue] cassandra, charm-helpers

This morning I reviewed a change to the cassandra charm which takes
advantage of the leadership features of juju, and bumps the default
cassandra version to 2.1.7. [0]

The changes look great in general, although there are some test failures to
address before merging.

On a related note, a new `coordinator` module, used in cassandra, has been
merged into charmhelpers. This module provides a nice abstraction over unit
coordination using juju leadership. Description from the commit log:

"Coordinate operations in hooks using leadership.

Common uses will be rolling restarts and rolling upgrades.

App specific applications will be things like 'don't reboot while
another node is streaming data from you' or 'don't bootstrap until
the seed nodes are ready' or 'only allow (num_nodes/2-1) units to
bootstrap at a time."
