Apache2 - website interface

Following up on a previously reviewed merge proposal, the new website
interface is now documented. There are two tests failing, but those are
upstream failures that should be addressed separately. +1

ntp  - fix divide by zero

Some syncing against upstream to fix a divide by zero bug. It'd be nice
to have a unit test added to test the changed code (and the charm as a
whole, since it's currently using a skeletal deployment test), but is
otherwise good. +1

nrpe - Fix nagios checks to handle haproxy 1.5

This is a straightforward change to address some changes introduced in
haproxy 1.5. +1
