Might be charm bug. FWIW we're using rev 116 of neutron-api (which
doesn't yet have the manage-neutron-plugin-legacy-mode config) and
we're getting the python-dhcp-agent and python-vpn-agent packages.

Did you check /var/log/juju/unit-neutron*log for install errors?
