[Review Queue] ibm-xl-fortran

I spent some time reviewing the ibm-xl-fortran charm today.  This is a very
specific charm, it does not relate to any other charms and only deploys on
Power PC (ppc64le) and provides a Fortran compiler. A very niche audience
indeed!

I was not able to successfully deploy this on our power systems, and my
review uncovered some violations of Charm Store policy, such as as leaving
the sha_fortran configuration option blank avoids cryptographic
verification of the software download.

The README.md file was hard for me to follow and it was not clear to me
this was a ppc64le only charm.  I proposed a merge against their branch to
clarify the parts that I had issues with:
