Boot VM using JUJU

to expand on Jose's answer:
In the manual provider, the enlistment phase is, as you may have guessed,
manual. The requirements are: must be reachable over SSH from the juju
controller and a user with passwordless sudo.
You can add any machine to any environment manually via:
juju add-machine ssh:user at host
