[Review Queue] ibm-platform-symphony

I took some time to review the ibm-platform-symphony charm today.  This
charm requires the IBM software to be downloaded (all 4.8 GB of it!) and
manually hosted on an HTTP server before the deploy will succeed.  This
charm did not pass my review and you can read more about the specifics here:
