Did you set "agent-stream: proposed" in environments.yaml?
I just bootstrapped in GCE (which uses streams.canonical.com) and see
the agent came from:
[https://streams.canonical.com/juju/tools/proposed/juju-1.24.7-trusty-amd64.tg]
Juju CI is using 1.24.7 from proposed to check the health of maas 1.9.
I can also confirm that the mirrored streams in AWS, Azure, HP,
Joyent, and Canonistack are fine.
