Openstack charms - mellanox support

Hi Edward

I believe we are working with Mellanox directly to handle the Neutron
and Ceph pieces you're interested in, will ask the relevant folks to
contact you. I'd love to be able to deploy an HPC OpenStack on a few
racks of infiniband with a single command, too :)
