[Review Queue] was-base

I spent some time reviewing the was-base charm today.  This charm exhausted
the default amazon root-disk and there was no mention of that in the
README. The charm needs more than 15GB of root disk.  I used
'set-constraints' to request a larger instance it did deploy with some
problems that were mentioned in the review.
