Change in provisioning functionality

Hey All,

I have just landed a fix for lp:1597170 (juju2 beta10 fails to deploy all services in aws if storage is not ready), and it may come with some unexpected (desirable?) consequences.

In my fix, I found that -- though there is code in place to do so -- we never actually retried to provision machines if an error is encountered. This has been corrected.

Please keep an eye out for any unintended consequences to either the UX, or base functionality, and raise bugs if necessary.
