Charm build doesn't update interface layers

Hi

I'm seeing a weird bug. Charm build doesn't seem to be updating local
interface layers. I filed a bug here:
https://bugs.launchpad.net/charm-helpers/+bug/1550370

I have the same behavior using the vagrant box.
