[Review Queue] ibm-was-base

I reviewed the ibm-was-base charm today. The charm has made some
significant improvement in the code quality, and now uses a sftp transfer
protocol.

This brings up an interesting topic.  Does the use of sftp eliminate the
need to check the sha1sum for downloaded packages.
