16.07 OpenStack charm release

We are pleased to announce the 16.07 release of the OpenStack charms.
Highlights include:

* Nova compute apparmor support (Preview)
* openstack-dashboard + Keystone v3 API support
* SR-IOV (Preview)
* External Network Update
* DNS HA (Preview)
* Enhancements to Ceph charms
* New Charm: aodh
* New Charms: designate and designate-bind (Preview)
* All charms are now licensed under the Apache License Version 2.0
