Not able to create the charm after installation of juju2.0Version

Hi,

        I have installed 2.0-beta6-xenial-s390x on Ubuntu 16.04 LTS by 
following https://jujucharms.com/docs/devel/getting-started. I can able to 
add the new machine but not able to create the charm. If i am trying to 
create the new charm using "juju charm create testcharm", getting an error 
message called "error: unrecognized command: charm create".

        I have installed charm tools along with the installation of 
juju2.0 and i am getting the message as "charm-tools is already the newest 
version (2.1.2-0ubuntu4).". Please help me to resolve this issue.
