[Review Queue] ibm-xl-fortran and the ibm-pac design

I reviewed the ibm-xl-fortran charm today. The charm got my +1 and was
promulgated to the recommended section of the Juju charm store.

This is a Power *only* charm only supported on ppc64le Ubuntu. The README
clearly calls out this limitation and when you try to install on amd64 it
correctly sets the status message with the information.

The charm is now available at: https://jujucharms.com/ibm-xl-fortran/

Also the ibm-pac design document has been updated to address all our
concerns and we are +1 at going forward with that charm code.
