having issues creating cinder volume and also i cant create a virtual machine instance

Hi All,

I am seeing lots of error as under. but i really cant get any better idea
from this error message.
2017-08-10 19:08:52.622 2062 ERROR cinder.service [-] Manager for service
cinder-volume juju-84df6e-5-lxd-4 is reporting problems, not sending
heartbeat. Service will appear "down".

when i "cinder-manage service list"  i see XXX in cinder-volume status.

Can anyone please guide me what i am doing worng.
i can see volumes_dir = /var/lib/cinder/volumes and it should create files
here. however things are not working any guide will be highly appreciated.
