      Deploy was successful, but unusable. Machine 0 (which hosts multiple
      containers) does not have any memory constraints. On GCE, this led to an
      OOM as mem on a default instance size is a mere 1.7G.  Opened a bug for
      ~landscape to take a look:

      We received word from the author that this is indeed a base layer
      (this was a point of confusion for us last week).

      Seems to function as designed, but as this is not a top-layer charm,
      there is nothing to push/promulgate.

      permissions issue with the repo at present. Neither review queue nor
      reviewer were able to pull the charms.
