Deploy Windows - What are my options?

So there seem to be 2 problems here:

* No windows image in simplestreams
* Windows userdata has grown beyond 16KB

For the first issue, a custom simplestreams should work. I will send a PR for the second issue. I am surprised the CI did not catch this. Will also ping the CI team about doing a windows workload test on ec2.

Apologies for this. Please try deploying on top of azure.

I *think* you just need a Windows with cloudbase-init installed, and to
tell Juju to use that image. On the standard public clouds it should
Just Work, on your own cloud you will need to provide the image and tell
Juju which one it is per series.
