Promulgate request: Apache2

Hi Folks,

Could we get cs:~apache2-charmers/apache2 promulgated?

The code for the charm is https://code.launchpad.net/apache2-charm and there's
a team that maintains it https://launchpad.net/~apache2-charmers. The charm
supports trusty and xenial.

The current owner of cs:apache2 is ~ack (cc-ed), and I've spoken to him about
this charm migrating to team ownership and he's happy for us to do so.

If anyone is interested in joining the team to help maintain apache2 please
let us know.
