Is it available to make charms from exsiting instances or PaaS services in public cloud?

Hello, I had some questions about fetching already deployed services.

I'm using Azure public cloud, and I want to know getting into Juju from running services in Azure.

Is it possible to import applications on virtual machine from Azure to Juju charms?
