Promulgate charms

Thomas,

These charms have been promulgated and tengu-team should have access to
update them going forward.  There was an old precise version of opentsdb
owned by ~charmers which I unpromulgated as per our normal process for
charms owned by ~charmers.  It is still accessible as cs:~charmers/opentsdb
if needed.
