I had a similar problem with 2.6 in RHEL4....My mouse always worked though the
keyboard was locked. Except for the Ctrl key which I use to switch between
consoles...

 I ended up searching and finally found something that worked....I added   
i8042.dumbkbd=1     to the kernel options and now it works flawlessly.
