I have the same problem with Toshiba Satellite 1400-313, seems like issue is
that ide-generic is loaded before piix ide driver. I  have managed to remove
delay by creating custom initrd.img file. I have overridden module load order in
/etc/mkinitrd/somefile.conf (not by ubuntu machine now). 

Unfortunately usplash disappeared after this, because seems like ubuntu
initrd.img file is made using mkinitramfs and was unable to modify module load
order in /etc/mkinitramfs/somefile.conf
