hotplug can't load modules for ISA cards that are not PnP compliant, as the only
way to load these modules is to blindly load them and see if they do anything.

The regression is that the warty script simply didn't check whether there was
PCMCIA support before loading the modules, and that the script from hoary
onwards does.  This is an Ubuntu change, from what I can tell.

If Matthew is sure, perhaps the way to fix this is that if we _don't_ detect
PCMCIA, and we are on a laptop, we try loading i82365 and see if support turns
up then -- does that sound reasonable?
