[Bug 76849] very high iowait - 100%

Public bug reported:

Binary package hint: linux-image-2.6.15-26-server

While copying large file (~1GB) from one partition to other (or even on
the same partition), I get high iowait and data transfer of 6MB/s. This
happens on amd64 and i386 versions of Dapper.
