I think the reason you are seeing these numbers is because the HZ in dapper's 2.6.15 is 1000 where as in breezy (and probably debian 2.6.15) it is 100.

So the counts are finer grained, but the actual time is the same.

If your battery is not lasting long enough, that's a seperate issue.
