[Bug 53745] [regression] Interacts with the user during upgrades

I just upgraded my kernel, and the "The kernel version running is the
same as the one being installed" debconf message was installed.  We
patched out these notifications ages ago, but it seems that this
regressed (probably due to the transition to debconf).
