[Bug 48700] PPC - No Java

Public bug reported:

There is no Java package for the PPC release of Dapper available on any
repositories. Installing Java-SDK-PPC-50 from IBM does not work either.
make-jpkg and java-package are not available too. So the description in
the wiki for 5.10 does not do.
