[Bug 49399] Hibernate should not be an option for systems that cannot support it

Public bug reported:

All of the FAQs and documents I've read pertaining to hibernate indicate
that the swap partition must satisfy various constraints, including
being at least as large as physical memory.

If the swap partition does not satisfy the constraints, it should not be
made available as an option.
