[Bug 50567] linux-image packages should depend on udev package

Public bug reported:
PROBLEM: I installed linux-image-2.6.15-23-686 package on system, which has no udev package installed (or has older udev package) and Ubuntu doesn't start after rebooting, because initrd scripts can't mount root fs during startup.
When I installed udev package from Ubuntu Dapper and regenerated initrd (did dpkg-reconfigure linux-image-2.6.15-23-686), then Linux starts without problems.
SOLUTION: linux-image packages should (pre)depend on udev package, then
udev will get into initrd image and user always will get working Ubuntu
system.
