I was having this problem with a computer and I did the following to get
it under control:

$> cat /etc/ntp.conf | grep burst


server ntp.ubuntu.com burst iburst

server pool.ntp.org  burst iburst

That sends 8 packets instead of just 1 to the  ntpserver.

The real fix for this problem was replacing the CMOS battery in the
motherboard. After that, ntp just work.
