[Bug 35176] Breezy to Dapper upgrade slows internet (pegasus driver)

Public bug reported:

After upgrading to dapper, my internet connection via a ADMTEK Pegasus 2
USB ethernet adapter in HomePNA mode (pegasus driver mii_mode=1) is
suddenly very slow and disconnects every few minutes.  It does connect
and receive an IP by DHCP, but it is almost unusable.  This occured with
an upgrade with Synaptic and with a clean install of the Flight 4 CD.

What other information is needed?
