Wow this is old. I just saw the closing bug notification.
Sorry for not following up on this.
My excuse:  I switched to new hardware a long time ago and I haven't seen this problem ever again
on my new hardware with later Ubuntu versions.

Just to close with a tiny bit more info:
DMA (hdparm /dev/hdc) has always been set here (used to show as using_dma = 1 (on))
so the problem must have been elsewhere.  Unfortunately, I no longer use that old hardware
to record the full output of 'hdparm /dev/hdc'
As Chuck mentioned it may well have been a defective hardware/firmware.
