[Bug 48372] Laptop unusably slow with ubuntu 6.06

I have performed an upgrade of my laptop from Ubuntu 5.10 to Ubuntu
6.06. After the upgrade, the laptop runs unusably slow, the cpu is
always at minimum speed and the fans seems to be always on.
The system is an HP Compaq nx6125 with a Turion64.
It worked perfectly with 5.10. Actually, if I boot using the old kernel
(2.6.12-10-amd64-generic) it seems to work correctly (using the same
root filesystem, the new kernel does not work correctly).
