Confirmed on gutsy:

root at ubuntu:/tmp# uname -a
Linux ubuntu 2.6.22-8-generic #1 SMP Thu Jul 12 15:59:45 GMT 2007 i686 GNU/Linux
root at ubuntu:/tmp# iptables -I INPUT -p tcp -m connlimit --connlimit-above 100 -j REJECT
iptables: No chain/target/match by that name
root at ubuntu:/tmp#
