[Bug 114662] move to Section: metapackages

Public bug reported:

Please move the linux-meta binary packages to Section: metapackages;
this will allow Recommends added in the future to be installed by
default, which I think is what we would want here. There's some
discussion of simply recommending the linux-restricted-modules-*
packages from the top-level linux metapackage rather than having the
current two-level structure, which is why this has come up.
