[Bug 144420] No SMP in 2.6.22-12

Public bug reported:

SMP not used in Gutsy kernel 2.6.22-12. It worked great in Feisty, and I
think it even worked initially from the tribe 5 install. What's weird is
that in 2.6.22-11's Recover mode, it seems to pick up the second core,
but if I use "regular" mode, it doesn't. 2.6.22-12 doesn't seem to ever
pick it up.

SMP is definitely turned on in the BIOS, and nothing has changed with
regard to hardware on the machine.
