This seems to be by design as a result of this bug report:

To avoid this you can load the module manually (sudo modprobe
garmin_gps) or remove the blacklisting by editing
/etc/modprobe.d/blacklist
Look for:
# most apps now use garmin usb driver directly (Ubuntu: #114565)
blacklist garmin_gps
Change the second line to
#blacklist garmin_gps
