[Bug 259611] [NEW] Ubuntu (Hardy) installation fails for certain localizations

Public bug reported:

The Ubuntu installation is not able to complete. Tested product: Ubuntu
Hardy 8.04.1 alternate CD amd64.

When selecting French (francais) -> Canada and keyboard Canadian the
local environment variables are not set correctly and the installation
fails reporting errors like:

 Cannot find /lib/modules/2.6.24-19-generic

Restarting the installation process selecting English US -> USA it works
fine.
