SRU justification:

Impact: Enabling DXS for a certain (known to be broken) ID results in
errors and freezes.

Fix: Add code to disable DXS through a quirk entry. Impact should be minimal, since the change only takes effect for a specific PCI ID.

Testcase: (from bug report) arts sound (kde) is not working at all, arts
daemon freezes, etc. With DXS disabled it works.
